Dr. Neh Srivastava,PresidentDue to rapid urbanization and significant growth in personal disposable income, the land cost in Delhi has become exorbitantly high. Although Delhi Development Authority (DDA) has closed its doors for allotment to Group Housing Societies due to unavailability of land, its Land Pooling Policy (LPP) has opened up a window of opportunity for such societies. When a society submits five acres of agricultural land to DDA, the authority will develop the entire area and return the residential land equivalent to 60 percent of their land.

Realizing this as an opportunity to make a difference, Dr. Neh Srivastava, President, Central Secretariat Services Officers Society (CSSOS), brought together a welfare society which would develop its own Group Housing Society, instead of falling prey to builders who despite taking hefty prices do not deliver their project in time. "Housing is currently in the hands of private builders majorly in view of expanding demand by public and sub-standard construction by government agencies, result of which has been lots of misappropriation and undelivered projects by private developers. Our colleagues' needs and blockades of our hard-earned money with the builders thrusted me to make an effort through this welfare initiative which paid off, because of trust shown by public on CSSOS," remarks Dr. Neh.

The society strives to provide housing to government employees, who have to be in queue for more than 20-25 years to be eligible to get their due accommodation because of which they are not able to give their best in the jobs. Being a non-profit society registered under Societies Registration Act, 1860, CSSOS provides good quality houses at affordable prices to them without any profit in an attempt to save fellow officers and public from the builders' clutches. The crux of CSSOS' successful rise is pinned on the strong credibility Dr. Neh has earned over the past 20 years during his tenure as a Bureaucrat, packed up with his unflinching personal interest as well as his will power and dedication to take India ahead in line with PM's vision.

Modi ji's 3Ds ­ his Dream to make India Vishwa-Guru, Dynamism shown to the world and Dedication to serve our countrymen has been a motivating factor for me to pursue my dream," adjoins Dr. Neh.

Beating All Odds
Dr. Neh established this Welfare Society in 2016 at the age of 48 while he was doing MBA (Finance) under central government sponsorship during his stint in Ministry of Home Affairs as Under Secretary. Due to the extreme pressure of meeting the expectations of members coupled with administrative, management, legal and welfare activities, he felt forced to take voluntary retirement in 2020 to serve the public through this small venture Housing ­ a need for all. The society that today stands tall with more than 1000 members from all over India commenced its journey with just 20 founding members, whose contribution totalled Rs 1 lakh to provide Housing to Govt officers & General Public at large in Delhi NCR.

Dr. Neh kick started the initiative by campaigning amongst fellow officers, who kept on joining and publicizing it not only through word of mouth but from 2017 onwards via awareness programs, campaigns and presentations as well. CSSOS set a membership fee of Rs. 5000 from public and gave priority to Secretariat Govt officers, who were asked for Expression of Interest (EOI) for the much-awaited Land Pooling Policy (LPP) in Delhi, notified by Ministry of Housing and Urban Development. On confirmation of their EOI to be part of Group Housing Society `Officers Enclave', as on date 500 members have pooled the land cost amounting to roughly around Rs.100 crore. CSSOS utilized it to purchase requisite land on behalf of its members and submitted to DDA through its online portal under LPP.

Though the climb has been the steepest in the past couple of years, it hasn't always been smooth. It wasn't easy for Dr. Neh to preside over a Welfare Society having members from different intellectual background and status. Despite having all the good intentions and zeal to serve the members and public, he has to continuously prove himself within the organization, since unlike a Director of the company, he is not the owner of the Society and has been elected as President of the Society for this period. On the other hand, out of competition, some position holders in government directly and indirectly, from ideologies different from that of Dr. Neh's, have been creating constant hindrances to sabotage his efforts of achieving this welfare mission, challenging the position he has acquired in this short span of time.
A Visionary
Dr. Neh is a self-believer, which is the foremost quality one requires to follow dreams and that has what has propelled him look beyond the periphery and think something different. However, it is his eye for envisioning needs of people, strategizing various initiatives to fulfil them and passion for rebuilding public trust, that sets him apart and has contributed to the meteoric rise of CSSOS. A Social activist with immense apathy for the public, Dr. Neh is attached to the emotions and requirements of the poor and needy.

He has ideals, principles and moral values and desires to inculcate these in today's generation and to bring Guru-Shishya parampara back, where teachers and students have love and respect for each other. Dr. Neh is an educationist, Motivator and Speaker, who can lead from the front by not only guiding the Students but also filling them with confidence and problem-solving attitude, which is the need of the hour to make India reach to the height. No wonder, he often gets invited to be Chief Guest and Guest of Honour and has been a Key Note Speaker and Guest faculty in many colleges/ universities/ institutes.

A well-recognized face on TV, his interviews have been aired from 20+ top-notch media houses and he is a regular on new channels (appeared on 31 occasions over the past 12 months). Dr. Neh has appeared in 202 online articles, 72 newspaper reports/ articles/ coverages and in nine magazine coverages so far. Unsurprisingly, he has a strong presence on web with 200+ coverages including leading portals like TOI, Business Standard and so on. A recognized columnist of India's largest real estate website 99acres.com, Dr. Neh has published and written columns in 39 Journals.

The Road Ahead
Having closed the membership with 500 members pending DDA's delayed sectoral development in Dwarka Phase II area, Delhi, CSSOS is now planning to move to other cities to fulfil PM's dream Housing For All by providing affordable housing under Prime Minister Awas Yojna (PMAY) all over the country. Growing further, the society has laid out a vision to start schools, colleges and universities to impart best of the education based on New Education Policy, 2020.

Not stopping there, CSSOS also aims to foray into healthcare sector by opening hospitals for middle-class segment which would be a combination of the best medical professionals/ facilities and cost-effective treatment. Noticing that India is at 144th place in Happiness Index according to UN World Happiness Report, 2020, the society intends to launch Family Clubs for recreation activities as well. "We aim to make the best of the facilities and services accessible to public at large, be it housing, education, recreation, healthcare or social activities," concludes Dr. Neh. Under his able leadership, CSSOS seems to have the perfect momentum to achieve these visions.

Having worked in almost all verticals, he has garnered immense knowledge in a wide range of areas ­ from research to strategic planning to execution; to review & monitor to rectification and implementation of ideas to reach goals.

Owing to his decades-long journey in different ministries, he possesses outstanding administrative skills with clear expertise in key management areas ­ human resource management, time management and resource management. During his tenure as a Bureaucrat, he had exposure to all four pillars of Nation, which is important to run and manage any organisation ­ Legislature, Executive, Judiciary and Media.
